Reopen Escape and Red bars

Two years ago we had two bars in F block. Both of these had their own character and were loved by all. The new SU bar lacks the character that they had. I propose to have Escape and Red bar reopened to provide variety to students.

This idea opened on 08 Nov 2016 and closes for voting on 29 Nov 2016.
This Idea gained a 3rd which means it's not a priority for the time being.
