Add ashtrays back to the top of bins on UWE campuses

Extra Information: Due to a change in university policy all ashtrays were removed from the top of bins in an attempt to reduce smoking around Frenchay campus. However, this has only led to cigarettes being stubbed out on the flat tops and the butts falling onto the ground around the bin. Not only is this unsightly  and ineffective, but it damages the environment around the bin and generates more work for the Grounds Team. Therefore, the ashtrays should be put back on the top of the bins around Frenchay campus.
